The calibrated power spectrum in Signal and the uncalibrated power spectrum in Raven differ by a constant number of decibels. This just says that the two power spectra in non-logarithmic units differ by a multiplicative factor, the calibration constant (squared in the case of power spectra). For your application, I don't think it is necessary to determine what the decibel constant is, only to note that it is a constant. So 36 dB down from the peak in the Signal power spectrum is 36 dB down from the peak in the Raven power spectrum.
One thing I noted: 36 dB. That's huge. A lot of people define bandwidth to be the distance between the 3 dB points. 36 dB is unfamiliar to me.
